The Mewto EX Battle Festa card is a promo card distributed during the "Pokémon Card Game 20th Anniversary Fest" held in 2016. Attendees could collect "Play Points" by participating in various recreational activities during the Card Festival. Upon accumulating 12 points, attendees could exchange them for this promotional card. The event was held for only one day each at two venues in Niigata and Aichi. The card's rarity was due to its status as an anniversary commemorative card, as it was not redistributed. It is the only full-art card among those exchangeable with Play Points, and it features a different illustration from the card of the same name introduced in the Pokémon Trading Card Game XY BREAK "Expansion Pack: Blue Shock."
